Führende Wirtschaftsforschungsinstitute rechnen zunächst nicht mit dramatischen Auswirkungen der angekündigten US-Strafzölle gegen Kanada, Mexiko und China auf die deutsche Wirtschaft. Das würde sich jedoch ändern, sobald US-Präsident Donald Trump Strafzölle gegen die EU folgen lässt. So lautet die einhellige Einschätzung am Münchner Ifo-Institut, im Institut für Weltwirtschaft (IfW) in Kiel, beim Deutschen Institut für Wirtschaftsforschung (DIW) in Berlin und am Mannheimer Zentrum für Europäische Wirtschaftsforschung (ZEW) in den Antworten auf eine dpa-Anfrage.

Zölle gegen die EU die eigentliche Gefahr

«Die Effekte für Deutschland werden insgesamt nur marginal sein», sagt Julian Hinz, Leiter des Forschungszentrums Handelspolitik am IfW. «Das liegt daran, dass es zwar negative Einflüsse gibt — Preise werden steigen, Kaufkraft sich verringern, Produktion wird zurückgehen — aber es auch leicht positive Effekte für deutsche Unternehmen durch Handelsumleitungen geben kann. Dennoch sollte man die amerikanischen Zölle auf kanadische, mexikanische, und chinesische Produkte sehr ernst nehmen, sagt der Wissenschaftler. «Denn es ist nun umso mehr davon auszugehen, dass auch Zölle gegen EU-Produkte kommen werden.»

Zunächst sogar ein leichter positiver Effekt möglich

Auch die Münchner Ökonomin Lisa Flach meint, dass deutsche Exporte in die USA sogar steigen könnten, «da Produkte aus China, Kanada und Mexiko in den USA weniger wettbewerbsfähig werden.» Für Deutschland bestehe das höchste Risiko weiterhin darin, «das nächste Ziel der Trump-Zölle zu werden», sagt die Leiterin des Ifo-Zentrums für Außenwirtschaft.

Das DIW in Berlin rechnet ebenfalls nur mit geringen direkten Auswirkungen. Dem stehe aber das stark gestiegene Risiko eines eskalierenden globalen Handelskonfliktes gegenüber, sagen die Konjunkturexperten Pia Hüttl und Ruben Staffa. «Die exportabhängige Wirtschaft Deutschlands hätte hier besonders viel zu verlieren.»
